Rule 22
<br> to approve the project
While formulating the budget of the development project, such project should be approved by the Government of Nepal after considering the feasibility study of the proposed project and its economic, technical, environmental and administrative suitability. The district level project should be approved by the secretary of the relevant ministry and the central level project by the National Planning Commission within the policy of the National Planning Commission. The basis for approving the project will be as mentioned in schedule-3. In order to implement the approved project in this way, detailed survey, drawing, design, cost estimation and annual program should be fixed accordingly and the annual budget should be formulated on the same basis. However, if it is not possible to approve the project by adopting the above-mentioned method in relation to the project costing less than fifteen million rupees, the details of the work requirement, cost, production or employment growth resulting from it, or other economic and social objectives will be disclosed and based on that, the relevant ministry may approve it and include it in the budget. This information should be given to the National Planning Commission.
(2) Details of projects approved as per sub-rule (1) shall be sent by the relevant ministry to the relevant Treasury and Accounts Controller's Office and in the case of district level projects, one copy shall be sent to the District Development Committee.
